Central Electricity Generating Company Signs Memorandum of Understanding with Public Electricity Corporation

Amman, February 2010 – The Central Electricity Generating Company (CEGCO) announced the signing of a Memorandum of Understanding and Exchange of Expertise in the field of electricity generation with the Public Electricity Corporation (PEC) in the Republic of Yemen. The MoU was signed during a visit that was conducted by a Jordanian delegation to Yemen headed by the CEO of CEGCO Eng. Abdel Fattah Al-Nsour, and included the participation of Eng. Maher Tubaishat, Executive Manager/ Assets Management, and Eng. Ali Rawashdeh, Executive Manager/ Engineering Services. The visit entailed a meeting with the Yemeni Minister of Electricity and Energy Eng. Awadh Saad Al-Suqatri, the Secretary General of the Yemeni Ministry of Electricity Eng. Ahmad Hussan Al-Ayni, and General Manager of the Public Electricity Corporation Eng. Abdul Momin Mutahar. The visiting delegation also conducted a field visit in the Ras Katneeb Power Station in the city of Al-Hadeeda along the Red Sea.

The MoU, which was signed on the 26th of January by Engineer Abdel Fattah Al-Nsour on behalf of CEGCO and General Manager Eng. Abdul Momin Mutahar on behalf of the Public Electricity Corporation, aims to exchange expertise and information in different areas related to electricity generation and its uses, and the planning of joint projects and technical consultancy.

The means of cooperation under the memorandum that were discussed included a number of areas, most notably the exchange of studies to restore, modernize and increase the efficiency of power stations in Yemen; the planning of the construction of new electricity generation stations; and the implementation of feasibility studies for planned stations. In addition, the delegation discussed the provision of consulting services for comprehensive projects related to electricity generation stations in competition with consulting firms, which will include bids, the analysis of offers, managing contracts, and overseeing the implementation of these projects. Both parties also intend to enhance areas of bilateral cooperation with regards to building and implementing a quality assurance system; exchange visits and training in the field of maintenance operations and the rehabilitation of stations; manufacture and repair spare parts in power plants; transfer CEGCO’s expertise in mechanisms and procedures for the receipt of gaseous and liquid fuels; in addition to enter into bilateral cooperation related to field and destructive and non- destructive testing the analysis of transformer oils, laboratory tests through the training of a core team from the PEC, technical and legal cooperation; the purchase of electricity related to investment systems and IPP participation, and other areas of cooperation.

Commenting on this agreement, Eng. Abdel Fattah Al-Nsour said: “We are pleased with the signing of this agreement, through which we seek to enhance the close ties that exist between Jordan and Yemen in the electricity sector, with the overall aim of strengthening cooperation and advancing our operations through cooperation and coordination in the areas of generating electricity and planning its uses.” Eng. Al-Nsour added: “The agreement has already come into effect and CEGCO has entered into a bid to manufacture gas air heater baskets for the Ras Katheem Power Station. The company will support the Public Electricity Corporation to transfer expertise related to electricity generation including operation and maintenance, providing spare parts and transferring company expertise in the field of tender preparation through a specialized energy production system.” He also thanked members of the Public Electricity Corporation in the Republic of Yemen for their efforts towards this mutual cooperation.
